On 3 March 2022, the Saeima (the Parliament of the Republic of Latvia) adopted amendments to the Law on Public Procurement, which will enter into force on 1 January 2023.
Amendments provide for the establishment of a register of the contract in which will reflect information on the contract, general agreement or amendments thereto entered into by the contracting party. Information will be available on procurements for which the provisions of the Law on Public Procurement , and information are applied will be provided in the Publications Management System.
The amendments improved the regulation of the conditions for the exclusion of candidates and tenderers in order to ensure that only fair purchasers can participate in public procurement, namely amendments to Section 9, Paragraph eight and Section 42 of the Public Procurement Law, as well as Article 43 on assurance.
Until the date of entry into force of the amendments, 1 January 2023, the Procurement Monitoring Bureau will prepare an explanation on the application of the conditions of exclusion and the contract register.
